Workers imported from China cut steel rodds at the construction site of a controversial heavy oil plant in Hera, East Timor, January 12, 2010. The $400 million project has caused a great deal of controversy in East Timor as the technology and equipment are old and out-dated, and the burning of heavy oil is excessively polluting, damaging to the environment and potentially dangerous for the health of the local population.
